Constitutional Phase Complete
The founding constitutional corpus of Project Forge is complete as of FORGE-103. Future architectural evolution should occur through ADRs, capability specifications, implementation reports, deployment reports, and governance amendments rather than by extending the constitutional corpus indefinitely.
Execution Documents
The 200-series documents are normative for execution: they explain how the constitution runs, without amending it.
